Attendees:
President, Stephen Phillips called the meeting to order on the above date and time then proceeded to follow the order of business.
Secretary, Palmira Miller read the minutes from the previous meeting held October 24, 2006. John Jarecki noted a correction be made on page 2, under food for thought, first bullet, third sentence will read, “At November 14ths meeting interested citizens will be encouraged to run for the office of Township Commissioner.” Joan moved that the minutes be approved as corrected and placed on file. Heidi seconded the motion with all members present voting in the affirmative.
Treasurer Report, Palmira read the treasurers report submitted by Steve Masakowski. · The organization has a total of $5,539.45 in the FNCB General Fund and $80.00 petty cash. · Overall income for 2006 exceeds expenses by $1,220.14. · A full report from the Fall Festival is attached. · Two payables reported: 1. $100.00 to the winner of number 384 from October 31st tickets. 2. $123.78 to Linda Conner for expenses incurred from the 2006 Fall Festival. Bill made a motion to pay the bills and accept the treasurer’s report as presented and placed on file. Russ seconded the motion with all members present voting in the affirmative.
Communications, Palmira reports: · A thank you letter was received from G Raymond Empson, President of Keep American Beautiful, (KAB) to all our volunteers who participated in the 2006 clean up events. · The Status of our 501c3 application as of November 6, 2006, exemption applications requiring additional development (meaning our application) received as of April 2006 are currently being assigned to an Exempt Organization Specialist. The IRS acknowledged receipt of our application in early June 2006.

The 2nd Vice President, Tom Kashatus reports: · The Firemen will hold its Second Annual Bike Run Event, August 25, 2007. They will need some physical help as cooks for next year’s event. · The Glen Lyon Crime Watch Committee would like our help in purchasing a $300.00 CMI AlcoBlow Alcohol Breath Tester for the Police Department, by providing half the cost. Murph made a motion to pay half the cost for the alcohol breath tester. Carolyn seconded the motion. After a brief discussion all members present voting in the affirmative. · Members discussed the Township budget and if Departments submitted direction for budget money. · Members discussed recreation, which is two (2) of five (5) elements in this years five (5) point plan. · Members asked if Police Chief Smith retired or resigned. o Tom clarified, that Chief Smith retired, effective September 25th. · Mr. John Stapert donated $23.00 he collected from recycling cans. A thank you letter will be sent to him. · Tom, as Membership Chairman, will bring Steve M. on board for accountability and anyone else who would like to volunteer to take part of the 2007 membership drive beginning December 2006. o Applications for new members and lapsed members have been developed. · Members discussed the pros and cons of purchasing a copier. · No word from Tom Dzudam’s on his sons Eagle Scout Project. · Members discussed what happened at the last Commissioners meeting when Richard Zika threatened to file a lawsuit against Palmira after she questioned why owners of properties are not held liable for cleaning or maintaining their properties.
Publicity Chairman, John Jarecki reports: 1. Meeting announcements were published in the Times Leader and unsure of the Citizens Voice. 2. The Chili Contest article including a picture of the judges and winners was published in both papers. 3. For the Winter Newsletter, articles are due November 20th, ads due the end of November, and distribution is set for December 20th. There are twelve (12) paid ads and two (2) free ads. Also recognition to those who donated $25.00 or more will be published. 4. The Photo album was set up and will be linked to www.newporttownship.com. Volunteers are needed to expand this site.
Committee Reports: · Recreation, Mary Margaret reported and submitted a report of the English Tea Party held November 5th, including the female residents at the Guardian Center, and ten (10) township girls ages 8 and 9. Students from Holy Trinity Church helped serve guests harvest tea in fine china, fruit, mini sandwiches and sweet treats. Everyone received a corsage and the girls were provided with white gloves and gift bags. A bill for $85.09 was submitted. Linda made a motion to pay the bill. Joan seconded the motion with all members present voting in the affirmative. · Recreation, Murph Fletcher reports: o Still no contact from GNA on the use of the swimming pool. o The men at the Guardian Center were disappointed they could not attend the tea party. o Members discussed holding quarterly events at the Guardian. · Stephen P. asked for a volunteer to chair the 2007 Fall Festival · Palmira reviewed with members PennDot’s application to Adopt a Highway. Newport Township Community Org. will be on the sign. Application was signed and will be mailed.
There was no Trustees report.
Unfinished Business · The Chairman encouraged citizens to run for office. Also asked for volunteers to chair the Dinner Dance to be held within the Township. · Heidi asked about the status of the Penobscot Trail. The trails have not been repaired. However, our organization sent a letter to DCNR supporting Earth Conservancy to receive grant money in order to refurbish those trails.
New Business · Heidi commended Tom for writing a great article which was published in the Times Leader and Citizen’s Voice about the Glen Lyon VFW. · Carolyn received a check from Barb Fletcher for a donation of $101.00 from the class of 56. · Mary Margaret will send the four (4) students from Holy Trinity CCD Class, Certificates of Appreciation, for their help with the Tea Party.
Our next meeting is November 28, 2006, at 6:30PM, Knights of Columbus, Glen Lyon.
Carolyn made a motion to adjourn the meeting. Heidi seconded the motion. Meeting adjourned at 8:00 pm.
