  The Newport Township Commissioners thru the Newport Township Code Enforcement Department would like to inform residents of guidelines covered in Newport Township Ordinance No. 3 of 1994, which provides for required building permits covering construction and alterations of property within the township. "Construction" pertains to "the assembly, however how minor, of any structure having a roof supported by columns or walls resting on its own foundation and includes, but is not limited to, a dwelling, garage, barn, stable, shed, greenhouse, mobile or modular home, plant, factory, warehouse, school, store or similar structure."

    "Alteration" pertains to "any structural change to real estate which increases the value of said real estate, no matter how slight."

    "Illustrative examples" of alterations "include, but are not limited to, the following: additions of rooms, extensions to dwellings, additions of decks or porches, additions of fireplaces or chimneys, addition of driveway and installation of in-ground swimming pools. The planting of trees, shrubs, grass or other vegetation, when carried out by the owner of the real estate, and not a landscaping contractor, is not to be considered an alteration to real estate for the purpose of this ordinance "

    Cutting of curbs for the purpose of installing driveways made require permission from PENDOT or the Township Board of Commissioners. Other work may require a zoning permit from the Luzerne County Zoning Office, which is responsible for the zoning requirements of Newport Township.

    The Township cannot stress enough the importance of checking with the Code Enforcement Department at 735-4735 when commencing to do a job for which the homeowner or contractor is unsure of the requirements.

    The Newport Township Commissioners thru the Newport Township Code Enforcement Department would like to inform residents and contractors of the requirements for the issuance of licenses and contractor's fees in accordance with Newport Township Ordinance No. 3 of 1994 and as amended.

    The fee for a General Contractor is $125.00 per year and must be renewed on the anniversary date of issuance of the initial license to remain in effect.

    The following trades are required to be licensed in the amount of $100.00 per year: Electrical, Plumbing, Masonry, Carpentry, Landscaping, and Demolition. These licenses must also be renewed on the anniversary date of issuance of the initial license to remain in effect.

    Contractors and/or subcontractors with employees must provide to the township proof of worker's compensation to include the policy number, name of the insurance company, federal or state employer identification number, and number of employees.

    Application for licenses may be made at the Newport Township Municipal Building, Wanamie. Questions may be directed to the Code Enforcement Office at 735-4735.
